Why don't the Sindarans have a Sign language?
Seriously, it seems almost essential for a race capable of holding two different conversations at the same time.

It seem like sign language would be an inefficient use of their time. Their spoken language would probably take the two brains into account so that a single sentence would have two different meaning making speaking and messages more efficient and quicker.
I could also see their written language a lot more dense and written in alpha numeric or a cryptic binary code type that could be read both top to bottom and side to side at once allowing for greater information to be packed into a much smaller space.

Sure, if they have their own language that takes that sort of thing into account. But they speak High Talislan as I recall.

They could do it with High Talislantan too.
Look at what we do with English. One word can have two or three different meanings. If we had two brains one sentence or set of words could have two different meaning.
Think of the way ?the voice? is used in Dune
By modulating the subtleties of their voice, a Sindaran can convey ideas on a subconscious level that the second brain can comprehend

Although what you suggest may certainly be possible, it still seems like it is stretching things a bit. Although it is certainly possible to slip double meanings into words or phrases, a sign language would be much more efficient.
I question the ability of a language being able to convey two entirely separate meanings in every sentence, to the point of being able to handle two complete and totally different conversations.
I could see tonality and pronunciation being used to convey hidden meanings, in a simple way, but even that would alter the language to the point that it would be a different dialect, i.e. Sindaran High Talislan.
The most efficient and complete way to do it would be to have two completely different and separate languages going at once, and the most efficient way to do that is to have a spoken and a sign language.

I think the idea of the Sindarans having Sign as one of their languages is perfectly reasonable. If a Sindaran player in my game made that argument I'd give it to him.
