Your hero is on the scene. Describe him and his stats

Here is the scenario

You arrive in the downtown area after reports of a 4 alarm fire in a condo building. The fire department crews on the scene are works feverishly to put out the fire as the police cordon off the area to keep the onlookers back.
The muffle sound of gas line exploding can be heard inside the building drowning out the cries and please for help from the tenants hanging out their windows looking for help.

Ok this is a story for a CHIMERAN character I've been thinking of using. Powers will follow when I get time to look at the book.

Joseph heard the siren from a long way off something was wrong. His enhanced hearing of his breed picked up the direction and he started moving off to locate the disturbance.

Joseph wasn’t his real name but his breed mother had told him that if he was to fit in he had to take a human name. Finding a book in a place where humans prayed to their god he picked the name that belonged to the father of the son of their god. He felt it fitted him like a glove.

Moving through the ally way he started to change, over the months in human company he learned that a lot of humans with powers became something called heroes and went out to help those in need. He felt this was something he should do to better understand these creatures. After his first outing, where he rescued a human child he realised he liked helping these people and spent every waking hour looking for good deeds to do, the press had named him Red Dragon because of his appearance.

As the change took place he took to the air on leathery red wings, he felt more comfortable in his true form than that of a human and felt sad that he could not be accepted for what he was but then with the invasion coming he had to remain hidden from both sides so what better than to hide in plain sight.

Clearing the buildings Joseph focused his enhanced sight down onto the city below. It didn’t take long for him to find the smoke column rising from one of the tenement blocks in the slum area of the city.

Gliding down he landed before a man in uniform. The cop pulled his gun when he saw the half dragon half humanoid land before him.

“Please I am here to help, I am Red dragoon”

Still with his gun in hand the cop steps aside and Joseph moves on through the cordon and towards the burning building. The heat is intense, the fire fighters have given up all hope of saving anyone and have to stand by and watch as people hang out of the windows screaming for help.

Stepping forward Joseph raises his arms and unfolds his wings; concentrating on the building in front of him he feels the fire, the heat the smoke and revels in the power of it. It would be easy for him to walk into the building and bath in the glory of the flames but he is here for a different reason. Returning his gaze to the building he sends out a command to the fire and it obeys.

The fire starts to stir then it starts to pull together into the centre of the building before shooting out directly towards Joseph. As it hits the flames seem to soak into his wings, before long Joseph’s body goes from red to orange to white. The tarmac under him starts to melt and he sinks a few inches into the earth. With a great whoop the fire leaves the building and is absorbed by Joseph.

Standing there slightly dazed he notices the fire fighters racing back to the building to rescue those trapped. Realising he had done his job he takes to the sky again a white hot image on fiery wings as he reaches a safe altitude he hovers and once again concentrates this time he expels the fire and in a light show that would have put all the firework displays of the millennium celebrations to shame Joseph baths in the glory and joy of the fire and the lives he has saved.

Ill need a Fire Manipulation roll please. The difficulty roll will be high since you're trying to absorb the entire blaze.

The top of the smoldering building explodes as four young individuals shoot skyward pulling what looks like an elevator car with them.

All four wear different variations on the same uniform, a tight fitting jumpsuit with a stripe down the left breast. One seems to notices you and points you out to the others.
The smallest one breaks away from the pack and head in your direction but is called back by what looks like the oldest boy.

They fly off towards the nearby river

Ok manipulation rule was 22 (level 6 fire manipulation)

Having expelled the fire from his body Joseph spots four figures emerging from the ruined building.

Thinking these could possibly be the ones who started it he folds his leathery wings round his body and plumets back to earth. as the ground races up to meet him he does a tight turn and levels out speading his wings as he does so. With two great beats of them he follows hios prey, gathering his his rage into a burning nexus in his belly ready to punish these evil monsters if they turn out to be the perpitrators of the fire.

The young group flies east towards the river and the industrial parks there. They split into two groups one carrying the large elevator car and the other veering off to the left and diving in-between the buildings and warehouses.

The two ahead of you (one hulking make and a slender female) holding the car turn and notice you approaching. Motioning towards a parked truck on the ground the girl lifts here hand and with it the truck raises too. She levitates the truck and menaces you with it.
“Turn around and go back Teufel” she says “ The only thing you’ll find this way is death”.
